FROM THE EAST

My Brothers, all is well and getting better by the day with White Mountain #3. We have just initiated two new brothers, Josh Beason and Levi Shafer. Our newest Master Mason, Bro. Fred Marquardt, gave the Apron Lecture in very fine fashion at each of these initiations. This, only 2 months after he had been raised as a MM! We congratulate you all for your hard work and dedication. It is this sort of work that will allow White Mountain #3 to regain its youth and vigor and to continue to spread our brotherly love.

Worshipful Brother Richard McNeill, Grand Junior Warden, made his “official visitation” to our lodge last month. We greatly appreciated his wise words of counsel and warm smile. On behalf of the lodge and myself, I want to congratulate Brother Art Salcido for another fine Law Officer Appreciation Luncheon! He did a wonderful job……again and we are most appreciative to each of the officers and their families for their hard work and dedication in keeping our community safe.

Which brings me to my next point……..that of bringing in new men to join our ranks and to give them the opportunity to gain further light. Too many times we seem to forget how to seek these men out and to guide them to our lodges. Masonry is not a secret society. Our means of recognition, certain signs and symbols are, as are the affairs and work that goes on in our lodges. But the good work we do, the principles we stand for and the good deeds we do are open for all to know. Don’t allow yourself to assume that “someone else” will bring in those new petitions, that “someone else” will mentor these new brothers and that “someone else” will perform the work that will insure that our lodge will still be here in 50 years. It is up to each and every one of US to see that all of these things are done. It is up to all of US to find those good men who want to become a Mason or who we think would be a good Mason and guide them into our lodge.

Not to be too clichéd, but to play on a powerful statement President John F. Kennedy once made: “Ask not what your lodge can do for you, but ask what you can do for your lodge.” Take on something new, call a brother you haven’t seen in some time and invite him to come to lodge with you next time. Go and visit an ailing brother or his widow to comfort them and to assist them as they might need. Remember our obligations and live them every day. We have vowed to become better men. This is not a destination, rather it is our journey. Make sure it is a good journey and that you leave your good work all along the way.

From the South

Brothers, Again I'd like to thank all who were participants in Brother Levi's initiation. I was a fine day to see an upcoming community leader get initiated into the finest fraternity in the world. We also read a petition for affiliation of another local, Brother Darryl Dalley. I celebrated my tenth anniversary as a Master Mason this last month. I had a chance to reflect on the last ten years and it amazes me on how far White Mountain has come in that amount of time. When I was raised in the lodge, White Mountain was seen by many to be a dying lodge and quite frankly it was. There was no trestleboard at that time and every position was filled with past Masters. I guess that is why I was able to go directly to the South in December of that year. That year saw the first trestleboard in 13 years and I have been proud to be publishing it ever since. We have slowing started to bring the lodge around and reassert ourselves back into the community. We started the Bikes for Books program with Globe Middle School and it has grown to include schools in Globe and Miami. We started to recognize our heroes in our community, the police and sheriff departments. We started initiating candidates and eventually elected a local first time Master, Scott Teichrow. Brother Ed Warner, our Senior Warden is a local brother. I can't say enough of how proud I am to be a member of this lodge, my Mother Lodge. I'm always looking for ways that we can grow our lodge and I need your support. The world is a different place than it was 50 years ago and we need to adapt to it. Our principle core values will never change but how we package it can certainly withstand an overhaul. Any ideas from any Brother is welcomed and encouraged.

As you know the core responsibilities of a lodge is to provide a place for Brothers to improve themselves and guide them in this endeavor by the rituals handed down to us through the ages. The second responsibility is to make Masons. Our charitable programs are only a visible manifestation of our core values and demonstrates to the community our commitment to those beliefs. To maintain these programs require monetary outlays and we can only do so much with everyones help and support. For those unable to make it to lodge and provide manual support, I encourage you help in anyway that you can. For those in your later years, please keep the lodge in mind in making out your wills. Another approach is perpetual memberships that keep on giving well after your acceptance into the Celestial Lodge. But most of all, show the community that you are a Mason by being a Better Man.

Grand Lodge Resolutions 2009

RESOLUTION 2007-07

Synopsis: This resolution is submitted concurrently with a resolution to return the Second Degree circumambulation to I Corinthians 13:1-7,13. If that resolution is passed, this resolution will be withdrawn.



RESOLUTION 2007-08

Synopsis: The purpose of this resolution is to return the ritual verses from the Bible used during the Second Degree circumambulation of the candidate to those previously used – I Corinthians 13:1-7,13, as taken from the Authorized or King James Version of the Bible. The current verses used are very short, so the candidate either is conducted very rapidly twice around the altar, or there is silence during a good portion of the circumambulation. Additionally, the proposed Bible verse more closely speaks to the heart of the tenets of Freemasonry – Brotherly Love, Relief, and Truth.



Resolution 2008-04

Synopsis: The proposed legislation removes the so-called One Day Class from Arizona.



Resolution 2008-20

Synopsis: The purpose of this resolution is to amend the Arizona Masonic Ritual to clarify the timing of the scriptural readings and the gavel raps given during the candidate’s circumambulations of the Lodge in the three Degrees, by the addition of “gavel rap” symbols at the appropriate places in all three Degree scriptural readings. It is not the intention of this resolution to change in any way, shape, or form, the verbiage used in those readings.



Resolution 2009-01

SYNOPSIS: This legislation will prohibit a Brother from being denied a vote at the Annual Communication for failing to pay a registration fee unless said registration fee has been approved by the Grand Lodge at an Annual Communication.



Resolution 2009-02

Synopsis: The purpose of this resolution is to remove the requirement for a Worshipful Master to know a principal degree lecture before he can receive a proficiency card. There are many small Lodges in Arizona which are very close to collapse if we do not reverse the lecture requirement established two years ago; this is about the survival of the Craft in these towns and cities. Worshipful Masters will still be required to see that the lectures are provided under Sections 106.3 and 106.7 of the AMC.

Resolution 2009-03

Synopsis: The purpose of this resolution is to make minor administrative corrections to Regulation 11.47 and Regulation 11.56. Approval of the resolution will change Regulation 11.56 to permit a lodge to receive all or part of the monies made available for annual distribution and to assure that any distribution will not affect the total amount of perpetual membership purchases by members.



Resolution 2009-04

Synopsis: The purpose of this resolution is to remove the five year limit on a proficiency certificate.



Resolution 2009-05

Synopsis: This Resolution removes the requirement that Lodge secretaries notify other Lodges of the withdrawal of a dual (or plural) member. Current practice is for the Lodge to report the withdrawal to the Grand Secretary, who notifies the Lodges where membership is retained. The current system is an improvement. This change will bring the AMC into line with current practice.



Resolution 2009-06

Synopsis: This Resolution would remove the requirement to provide Part VII of the Constitution to the accused in an upcoming Masonic trial. Part VII of the Constitution formerly contained a set of forms relating to Masonic trials. This material was removed from the Constitution many years ago. The accused is still to be provided Part V (Of Individual Masons) and Part VI (Of Trials, Appeals and Penalties) so that he will be informed of, among other things, trial and appeals procedures. Part VII now consists of the procedures for amending the Code (Sections 169-172) and a collection of standard definitions (Sec. 173). Providing this material to an accused serves no useful purpose.



Resolution 2009-07

Synopsis: This Resolution abrogates Decision 97.2, which is essentially a duplicate of a portion of Section 129 of the Constitution (printed below). There is no need for both.



Additional reasons for abrogating this Decision are: (1) In Decision 97.2, the phrase “Lodge in whose jurisdiction he resides” no longer has any practical meaning because all Arizona Lodges have concurrent statewide jurisdiction; (2) With regard to not imposing a verdict of expulsion, it should be obvious that one Grand Lodge cannot impose any verdict on a member of another Grand Lodge, but can only forward its findings and recommendations for consideration; (3) Section 129 was amended recently to include EA’s and FC’s, whereas the Decision refers only to Master Masons.



Resolution 2009-08

This Resolution abrogates Decision 83.2, which deals with the sale of key rituals. The key ritual was replaced more than a decade ago by a “clear text” version. The key rituals that remained unsold or were in the possession of members became obsolete as changes to the ritual were approved by the Grand Lodge and the codified versions were not updated. Only the loose-leaf ring binder version of the Ritual has been updated since 1998. All previous Arizona rituals, including all key rituals and the original paperbound clear text ritual, are now obsolete.



Resolution 2009-09

Synopsis: In 2008, Grand Master Luebke charged the Masonic Home Study Committee to develop a report on the status of our ability to build a Masonic Home.

The Masonic Home Study Committee found that the two Masonic Home funds will unlikely ever be adequate to build a Masonic Home in this jurisdiction, especially since the interest has been directed to the General Fund for the last (approximately) 30 years.

This recommendation will combine the “Home Endowment Fund” and “Home General Fund” into a single fund, and cause the interest to be redirected to its original purpose. The combined fund is to be renamed the “Arizona Masonic Outreach Fund.” The purpose of this fund is to assist distressed Brothers, Masonic Widows and Orphans in locating and obtaining services and relief from the various public and governmental organizations and, as appropriate, provide them with the monetary support.

Such a program recognizes that, while a Masonic Home or other assisted living facility continues to be a long term goal for Arizona, there are other means available to obtain the support that would be available in a Masonic Home.

To reduce the impact on the Grand Lodge General Fund, this recommendation provides a phased implementation whereby for the first year, 1/3 of the interest would be redirected to the outreach program, 2/3 in the second year, and in the third year all of the interest would be used for the outreach program. This approach allows the Grand Lodge Officers to plan for the financial impact on the General Fund.



Resolution 2009-10

Synopsis: “….authorizing certain Brethren therein named when duly assembled, to initiate, pass and raise all good men and true…..” This brief quote comes from the lecture of the First Degree and very aptly states the role of a Lodge, the WHOLE Lodge, regarding candidates.

This legislation is designed to:

  1. Redirect our Lodges to their original purpose which is to (as a Lodge) initiate, pass and raise Masons.

  2. Provide flexibility for our Lodges in that they may modify their bylaws to require special proficiencies for their officers

  3. Insure the continuity of ALL of the Ritual, not just selected parts. It does no good to have a proficient Master if a Lodge has no Chaplain or 3rd Ruffian.

  4. Establish Lodges that are “stand alone” rather than dependent on neighboring Lodges or guest ritual performers (or degree teams) for performing degree work.

  5. Clarify the role of the Deputy Grand Lecturers.

  6. Clarify the penalty for a Lodge that is unable to perform its basic duty.

  7. Insure that the three principal officers are able to conduct meetings.

    Resolution 2009-11

Synopsis: The purpose of this resolution is to decrease the mandatory one (1) year waiting period of a rejected petitioner to six (6) months, before he is eligible to resubmit his petition for the degrees of Masonry.



Resolution 2009-12

Synopsis: The purpose of this resolution is to abolish the “Retirement Allowances” provided in Regulation 28 and Decision 129 for any eligible employee not vested by December 31, 2009 and to cap costs at that level. These payments currently cost the Grand Lodge over $21,000.00 annually which is over 5% of the annual budget with no end in sight as they are paid for life to every qualified employee who puts in four or more years of service.

Resolution 2009-13

Synopsis: The purpose of this resolution is to increase the Grand Lodge Per Capita by four dollars to $20.00, effective with the per capita fee based on membership as of December 31, 2009. Thereafter, per capita would increase based on the annual inflation rate of the preceding year rounded up to the nearest dollar. Without an immediate increase and an annual inflation adjustment the financial future of this organization cannot be secured.



Resolution 2009-14

Synopsis: The purpose of this resolution is to change the word “excepted” to “excluded” in the obligation of the Third Degree as well as King Solomon’s explanation of such in the Second Section.
